James "Jim" BurginMr. James “Jim” Burgin is responsible for business operations.  As Business Manager for Pendulum, Jim has completed several feasibility study contracts including Secure Storage Feasibility Study; Security Feasibility Study using available off-the-shelf technology; and conversion of a military warehouse to a laminated flooring core board production facility.  Jim has also managed Pendulum Energetics, a business unit of Pendulum Management Company created to provide innovative and unique solutions to the reuse, recycling and recovery of energetics from Department of Defense excess demilitarization stockpiles.  Mr. Burgin has also been instrumental in administering a national marketing contract with the U.S. Army for the Government Owned, Contractor Operated facilities.

From 1994 until 1999, Mr. Burgin was Director of Operations and Business Manager of Products for ICI Americas Inc. Government Operations business unit at the Indiana Army Ammunition Plant, Charlestown, Indiana.  In this position, he was responsible for all manufacturing and distribution, marketing and sale of commercial products as well as overall site management of the 10,000 acre facility.  Site management responsibilities included all environmental oversight for the entire Indiana plant as well as oversight of the 8,000 acre Volunteer Army Ammunition Plant including site characterization; demolition; remediation; abatement; baseline studies; compliance; reporting; and planning.

Mr. Burgin also managed the Facilities Use Program for the ICI Government Operations business unit at the Indiana Army Ammunition Plant, promoting and marketing the site to commercial users.  The program offered commercial leases on available acreage, buildings, facilities, and equipment.  The implementation of the facilities use program required a thorough understanding of regulations governing historic properties and close coordination with the State Historic Preservation Office (SHPO) and Advisory Council for Historic Properties (ACHP) on most buildings due to the building age.  The Indiana facility was awarded a “National Phoenix Award” for innovative development of a brownfield site by the Pennsylvania Department of Environmental Management under Mr. Burgin’s guidance.

Mr. Burgin was responsible for creating a strategic marketing plan which created a vision and implementation plan for the redevelopment of the Indiana site as well as established both short term and long term goals and strategies for accomplishing these goals.  During the 1994 – 1998 timeframe, more than 100 commercial users were attracted to the site creating in excess of 900 jobs.

Mr. Burgin holds a B.S. Degree in Education from the University of Indiana, Bloomington, Indiana.  He is a member of professional organizations that promote real estate development including the Corporate Real Estate Network (Corenet).
